How is it possible to reconcile God’s saying: "And there is no creature on earth but that upon Allah is its provision," with the existence of famines and child mortalities?

Allah has guaranteed the provision for all creatures, but He expands or restricts provision according to His knowledge and wisdom, which is evident in His signs to the believers. Therefore, the expansion or restriction of provision is entrusted to the will of Allah Almighty. Allah is the Provider, but He has commanded His servants to strive in seeking provision.
