How can the verses indicating that God expands provision for whom He wills and restrains it, be reconciled with the verses confirming that provision is from God and that one must rely upon Him, such as His saying, the Most High: "And do not kill your children for fear of poverty. We provide for them and for you," and "We ask you not for provision; We provide for you"?

Sustenance, in its various forms, comes solely from Allah Almighty. No one can remain in this existence without His provision. All benefits of this worldly life are from Allah's sustenance, as He Almighty said: "Or who is it that could provide for you if He withheld His provision?"

Allah provides for all human beings, and none of them is ever devoid of His provision. However, they differ in it; some are given abundance, and others are restricted, as He Almighty said: "And Allah has favored some of you over others in provision." This expansion and restriction are linked to Allah Almighty's wisdom, decree, destiny, and will.
