Is it permissible to resort to a female judge who adorns herself immodestly, knowing that the law punishes the refusal to resort to her?

It is impermissible to seek judgment from an authority that does not rule by Allah's Sharia, except out of necessity, such as the absence of Sharia courts, or if one is in a non-Muslim country. This must be accompanied by an inward dislike for the rule of man-made laws, and the purpose should be to reclaim a right or repel injustice. The necessity that permits recourse to man-made laws also permits recourse to a woman judge who displays her adornment, while being careful not to gaze at her. The claim must be for an established right affirmed by Islamic law, and it is impermissible to take more than what is due.
