Does establishing an association for memorizing the Quran or a cultural awareness association to serve the religion, without daily presence, fulfill a vow to serve the religion every day? And is it permissible to establish it before the vowed matter occurs?

Among God's blessings upon a servant is that He makes him love doing good deeds. The deeds most beloved to Allah Almighty are those that bring joy to a Muslim, relieve him of distress, or pay off his debt. A conditional vow (nadhr mu'allaq) is disliked, but fulfilling it is obligatory if it is an act of obedience, for Allah Almighty says: (And let them fulfill their vows) (22:29), and the Prophet, peace be upon him, said: "Whoever vows to obey Allah, let him obey Him."

If the condition upon which the vow was suspended is met, it becomes obligatory to fulfill it in the manner that was vowed, which is to provide a service for the religion of Allah every day. This can be achieved through any daily work that serves Islam, such as establishing an association for memorizing the Quran or teaching people.

Your absence does not affect the validity of the vow as long as the service is provided daily, unless you stipulated that you would personally perform the service or intended to be present, because actions are judged by intentions.

Many scholars permit fulfilling the service and vow before the condition upon which it was suspended occurs, similar to giving expiation for an oath before breaking it, or giving charity before a specified time. However, this is not obligatory.
