Is it permissible to contribute to the repair of a government bakery's damaged roof using charity funds available in the neighborhood mosque?

Zakat funds may not be used for renovating the bakery. Unrestricted donations, however, may be used for renovating the bakery. As for donations restricted to a specific purpose, they may only be used for that purpose. Therefore, spending money to renovate the bakery is permissible if the donations are voluntary sadaqah for which the donors did not specify a particular use.
