What is the ruling on spending donation funds, including a bequest for students of knowledge and perpetual charity, on finishing the facade of a fully constructed mosque, while there are poor and needy people requiring medical treatment and an stalled da‘wah ( Islamic proselytizing) effort?

Building mosques and ensuring their cleanliness is a religious requirement. Making the exterior wall from tiles and marble is preferable if it is stronger, more durable, and cleaner, and there is no harm in that, unless red bricks and cement are sufficient. People's donations to the mosque may exceed their donations to the poor, and if money is collected for the mosque, it is not permissible to spend it on anything else. As for a deceased person's bequest of money for students of knowledge, it must be executed within one-third of the estate, and it is not permissible to use the money for painting the mosque; rather, it must be spent on students of knowledge as the endower stipulated.
