What is the ruling on praying in a mosque where the imam does not recite the Qur’an well and does not pronounce letters correctly, and there is a person who chants incomprehensible invocations after the Friday sermon, knowing that it is the only available mosque?

The permissibility of praying behind an Imam who stutters (Al-Alkan) is a matter of disagreement among scholars. The Shafi'is, in their later opinion, and most Hanbalis, believe that it is not permissible to follow him if he omits a letter from Al-Fatihah or substitutes it. The Hanafis agree with them regarding the impermissibility of an Imamate for someone who cannot pronounce some letters, whether they are from Al-Fatihah or otherwise. These scholars believe that if the stutterer is able to correct his speech but does not, his prayer is invalid. However, if he is unable to do so, his prayer is valid, and it is permissible for those in a similar condition to follow him. The Malikis, some Hanafis, Abu Thawr, 'Ata, and Qatadah, however, hold the view that it is permissible to follow a stutterer. This is also the view chosen by Al-Muzani, provided that his tongue does not obey him or if there has not been enough time for him to learn. As for reciting adhkar aloud between the khutbah (definition) and the prayer, it is not from the Sunnah (definition), but it does not justify skipping the Friday prayer. It is advised to attend prayer in this mosque if there is no other option and to try to correct the mistakes.
