Is repentance that is solely motivated by the fear of God's fire accepted?

Your repentance, out of fear of God's punishment, is accepted—God willing—if it fulfills the conditions of repentance. Advice regarding repentance involves three matters: encompassing all sins, having a collective resolve and sincerity towards them without hesitation, and purifying them from impurities and defects, so that they are purely for God, out of both fear and hope, not for worldly reasons such as preserving status or wealth or gaining people's praise.
