Is it permissible to modify the cemetery by adding more soil or repairing any damage to it?

The default is for the graveyard to remain as it is, and taking its soil is forbidden. It is obligatory to return it if it was taken from endowed land or to pay its equivalent along with compensation for the land's deficiency. This should be spent for the benefit of the graveyard and the preservation of the buried. As for soil that was not endowed and was brought by the wind, there is no objection to taking it when needed. The graveyard's soil should only be added to when necessary, such as to fill in what the flood has swept away to preserve the graves. Plastering is prohibited except when necessary.
