What are the directives regarding the obsessive thoughts about breaking wudu due to the continuous feeling of passing wind during ablution and prayer? Is it true that wudu performed more than three times is not elevated to the heavens? And is one sinful for delaying prayer until an hour before its time ends because of these obsessive thoughts?

To deal with whisperings (waswas), one must not give in to them. If there is no firm certainty of passing wind, then the whisperings should be ignored. If certainty is achieved, then ablution (wudu') becomes obligatory. For a person afflicted with continuous flatulence that lasts all the time, they should perform ablution for each prayer after its time has begun and then pray as much as they wish. Washing the limbs during ablution more than three times is prohibited, but there is no evidence to suggest that the ablution will not ascend to heaven if one exceeds three washes. It is permissible to delay prayer as long as it will be performed before its time expires. The desire to get rid of whisperings is a good thing and requires struggle and seeking Allah's help.
