What is the ruling on a man helping a woman seeking khulʿ by paying half the dower so that she can obtain a khulʿ from her husband, and then he marries her?

"Khulʿ" (divorce at the wife's instance) is a separation between spouses in return for compensation paid by the woman to her husband. It is permissible in Islamic law, based on the Almighty’s saying: (Then if you fear that they would not be able to uphold the limits of Allah, there is no sin upon either of them concerning what she gives up to free herself). It is permissible to assist a woman with khulʿ if she is suffering harm and wishes to be free. However, khulʿ is disliked if the situation is stable. Khulʿ is permissible if the woman dislikes her husband and fears committing a sin by neglecting his rights. It is not permissible for the person providing the money to have the intention of marrying the woman after her khulʿ, as this falls under "instigating a woman against her husband," which is forbidden. Our advice to the questioner is to fear Allah and not be a reason for tempting the woman to seek khulʿ from her husband so that he may marry her. If the wife is determined to seek khulʿ and perceives harm, and the person providing the money had no role in that, then he may assist her financially without stipulating marriage or expressing his desire. After her waiting period (iddah) concludes, he may propose to her like any other suitor.
