What is the ruling regarding a husband frequently swearing to divorce his wife, saying, "By Allah, you will be divorced today or tomorrow"?

Threatening with divorce is not a solution to marital problems; rather, it contravenes Allah’s command to live together in kindness and to retain with benevolence or release with excellence. It transgresses the limits set by Allah. Therefore, he must repent and treat his family as Allah has commanded. If he does not fulfill his oath by enacting the divorce, an expiation for breaking an oath is required of him.
