The text of the Hadith: "Do not leave any image without effacing it, nor any elevated grave without leveling it." It indicates that the Sunnah is not to raise the grave too much above the ground, but rather to raise it about a span and flatten it. Building over graves is disliked because it is a means to shirk (polytheism) and fitnah (temptation). The claim that this command is specific to the graves of Jews and Christians is false, for the command is general, and its generality is confirmed by the Hadith of Fadalah ibn Ubayd. Moreover, saying that would mean that effacing images is specific to them, which is false. As for the grave of the Prophet (peace and blessings be upon him) and his two companions, walls were built around it during the expansion of the mosque so that it would not appear within the mosque, lest the common people pray towards it and the ignorant be tempted. The Prophet (peace and blessings be upon him) did not legislate building over graves, neither for a mosque nor for a shrine.
