What should one do if they are deprived of Islamic banks in their country?

"Efforts should be made to establish Islamic banks and financial institutions that operate in accordance with Sharia. This is a communal obligation (fard kifaya): if some individuals fulfill it, they are rewarded, but if it is neglected by everyone, then all are sinful. Usurious banks are a creation of the Jews, and there is no longer any excuse for anyone now, after the proliferation of Islamic banks. If businessmen, economists, and the public are willing to deal according to Sharia, then all that remains is execution. You must fear Allah as much as you can, and dealing with usurious institutions should only be for dire necessity."
