Is it permissible to learn the recitation (tajwid) of the Qur’an from a Sufi individual who misguides people, when it is not allowed to respond to him, and there is no ability to choose the teacher?

The fundamental principle is that a student should acquire knowledge from trustworthy scholars. If learning Tajwid from someone who raises doubts and heresies necessitates listening to them, then it is not permissible unless the student is firmly grounded in correct Aqeedah (creed) and the methodology of the righteous predecessors (Salaf as-Salih), and is capable of refuting those doubts. This is based on the principle of prioritizing warding off harm over achieving benefits. However, if the learning does not require exposure to such doubts, then there is no harm in it, while emphasizing the importance of arming oneself with the study of correct Aqeedah and what the righteous predecessors were upon.
