Is it permissible for a Muslim to pray alone at his workplace for fear of the temptation of looking at unveiled women on his way to a communal prayer area?

Congregational prayer is an individual obligation (wajib (definition) 'ala al-a'yan) and it is not permissible to abandon it except for a legitimate Shar'i excuse. What was mentioned about the presence of unveiled women is not an excuse to abandon it, as it is possible to avoid the forbidden by lowering one's gaze, as stated in the Almighty's words: "Tell the believing men to lower their gaze." Therefore, he should fear Allah, strive to perform congregational prayer, and diligently lower his gaze. If he fears for himself temptation by residing in the lands of disbelief, then emigration is obligatory upon him if he is able to do so.
