If the frozen amount is from the husband's estate, then the husband's mother receives one-sixth. However, if it is a gift from the state, it is distributed according to the state's conditions. If the husband's mother owns a portion of the amount, what she owns is transferred to her living heirs, regardless of the condition of her grandchildren. Islamic law encourages giving to non-inheriting relatives and making bequests to them.
