How can one invite people to Islam in a European country, and is failing to do so considered an accountability from God?

We ask Allah to accept your Islam and guide you so that you may guide others. Know that the methods of Da'wah (inviting to Islam) vary according to the callers and the called. Among the most important methods are learning the language of those being invited, understanding their psychology and customs, ensuring that the caller's words align with their actions, and that the call is made with wisdom and good admonition. There is no blame upon you if you exert your utmost effort in calling to Islam, for guidance is in the hands of Allah alone. The Prophet, peace and blessings be upon him, said: "The nations were shown to me, and I saw a Prophet with a small group, and a Prophet with one or two men, and a Prophet with no one."
