The ruling on the act depends on what one is maneuvering around and evading: If the maneuver is to evade unjust taxes, then there is no blame in it, nor in assisting with it. But if it is to evade legitimate taxes, then such a maneuver is forbidden, and whoever assists in it is a partner in sin, for Allah Almighty says: "And do not cooperate in sin and aggression."
