Must I alert my neighbor, the pharmacist, about him throwing pharmacy bags containing the names of Allah into the trash, and would I be sinful if I do not, knowing that there is a ministerial decision prohibiting the placement of Allah's name on bags?

It is not permissible to dispose of anything containing the remembrance of Allah in the trash. Your duty is to denounce this evil committed by the person responsible for it, either by advising him or by writing him a letter if you are unable to confront him directly.
