What is the ruling regarding someone who is like the elder brother and his children, and what is the ruling regarding a neighbor characterized by these traits, and what is your advice to us concerning how to deal with them?

Mistreating nephews and assaulting them with beatings and insults, then deceiving the police to incriminate them, is a grave error and a severance of what Allah has commanded to be joined. Their duty was righteousness and maintaining ties. You should treat them with the opposite of how they treated you for several reasons:

1. To transform animosity into affection, as Allah Almighty says: "And not equal are the good deed and the bad. Repel [evil] with that which is better, and thereupon the one whom between you and him is enmity [will become] as though he was a devoted friend." (Fussilat: 34). 2. Maintaining kinship ties, for they are your kin. The Messenger of Allah, peace and blessings be upon him, said: "The one who maintains ties is not the one who reciprocates, but the one who maintains ties is he who, when his relatives cut him off, he joins them." 3. Allah's support for you by overlooking their mistakes and showing kindness to them, as the Prophet, peace and blessings be upon him, said to one who complained about his relatives cutting ties: "If you are as you say, then it is as if you are feeding them hot ashes, and you will continue to have a supporter from Allah against them as long as you remain upon that."

While retaliation against them to the extent of what occurred is permissible through the judiciary, forgiveness is better, as Allah Almighty says: "The recompense for an evil deed is an evil deed like it. But whoever pardons and makes reconciliation - his reward is [due] from Allah. Indeed, He does not like wrongdoers." (Ash-Shura: 40).
