Is selling imported honey as local honey produced in the Kingdom, despite knowing the truth, considered a sin, and how can one atone for that, even if the honey is of good quality?

"Whoever sold imported honey claiming it to be local has cheated and lied. The one who did this must repent to Allah. If there was a difference in price, he must return the difference to the buyer or seek his forgiveness. If the buyer cannot be reached, he should give that amount in charity on his behalf."
