The answer

It is permissible to touch the Torah and the Gospel without ritual purity, just as it is permissible for a person in a state of major ritual impurity (junub) to recite the Quran inwardly, whisper its recitation without making a sound audible to oneself, look at the Mus'haf (copy of the Quran), recite abrogated Quranic verses, and recite sacred prophetic traditions (Hadith Qudsi).
