Is it permissible to touch the Qur’an while not in a state of ritual purity, and does the verse "None shall touch it except the purified" refer to the Preserved Book, and that "the purified" are the angels and not human beings?

What is mentioned in the fatwas is the view of the majority of scholars and the four imams that the Qur'an should not be touched except by one who is pure. However, some scholars permitted it. The majority relied on the verse: {None shall touch it save the purified} and on the Prophet's (peace be upon him) letter to Amr ibn Hazm. The statement of the aforementioned Sheikh aligns with the view that permits it, which is the less preferred opinion. We have already explained the disagreement among scholars regarding the pronoun in "yamassuhu" (touch it) and the word "al-mutahharoon" (the purified).
