What is the meaning of Allah's saying: (None touch it except the purified) and what is the relation of the verse to touching the Mushaf without wudu'?
The exegetes (scholars of Quranic interpretation) have differed regarding the meaning of the noble verse, "None shall touch it save the purified," [Al-Waqi'ah 56:79] in Surat Al-Waqi'ah, holding two views:
1. The first view: That "the well-preserved Book" (Al-Kitāb Al-Maknūn) refers to the Preserved Tablet (Al-Lawh Al-Mahfūẓ) or the Book held by the angels in the heavens, and "the purified ones" (Al-Muṭahharūn) are the angels. Some have indicated that they are the messengers and prophets and all who have been purified from sins. According to this view, the verse does not contain a ruling regarding a human's touching of the Mushaf (physical copy of the Quran). Those who hold this view have adduced various points, among them that the Surah is Makki and deals with the fundamentals of religion, and that the Quran was not compiled into a Mushaf when the verse was revealed, and that the description of the Book as "well-preserved" implies that it is protected from human hands, and that the word "Al-Muṭahharūn" (the purified ones) refers to those who have been purified by others, like the angels, not "Al-Mutaṭahhirūn" (those who purify themselves) like humans, and that the verse came as a statement of fact, not a prohibition.
2. The second view: That the pronoun in "None shall touch it" refers to the Holy Quran (the Mushaf), and that "the purified ones" are those who have purified themselves from impurities (minor and major ritual impurity) and ritual defilement. According to this view, the verse implies prohibiting the ritually impure person (Muḥdith), the one in a state of major ritual impurity (Junub), and the menstruating woman from touching the Mushaf, which is the madhhab (school of thought) of the majority of jurists. They have also adduced the Hadith of Amr ibn Hazm, which states, "None shall touch the Mushaf save one who is pure." Ibn Al-Qayyim mentioned that the jurists' inference from the verse to prohibit the ritually impure person from touching the Mushaf is by way of allusion and indication, for if the heavenly scriptures are not touched save by the purified, then the scriptures in our hands are more deserving of that.
