What is the ruling on someone who committed all sins with a girl – except for intercourse – then ruptured her hymen with his fingers, and is marrying her then divorcing her better than leaving her now, and what should he do to expiate his sin?

The story indicates the presence of good in the heart of the questioner despite falling into sin, and no matter how great the sins, Allah's mercy is vaster. The questioner must offer sincere repentance and conceal his own sin, and resolve not to return to disobedience. Among the factors for steadfastness in repentance are keeping away from the causes of sin and associating with righteous people. As for the girl, if she repents and the questioner wishes to cover her sin and marry her, there is no harm; but if he does not marry her, he will not be unjust to her.
