Is the malt substance found in chocolate imported from Switzerland considered alcohol?

Malt is barley that has sprouted from being steeped in water. It is not alcohol unless it ferments. There is no harm in consuming foods that contain it, as long as it is not proven that they have transformed into alcohol, for the basic principle regarding foods is permissibility.
