It is not permissible to tamper with water meters and take water without paying its due, because that is an act of aggression, deception, and consuming wealth unlawfully. It is not permissible to assist in such an act; rather, one must condemn its perpetrator. It is not permissible for the mother to help her uncle in his action, nor to take anything from the stolen water, even a small amount, except in a case of extreme necessity and complete inability to pay the bill and an inability to obtain lawful water. In such a case, it is permissible to take only what is needed.
