If the questioner is certain that these individuals do not pay any compensation for the water they consume, then it is not permissible for him to drink their water. As for their food and livestock, it remains permissible and it is permissible to buy it. However, if they pay some dues and defraud others, then there is no objection to drinking their water, according to the preponderant opinion.
