Does the convergence and divergence of God Almighty's universal and legislative will in one place constitute a conflict? And what does it mean for God to have two wills, one effective and the other ineffective, given that "when He wills a thing, He only says to it 'Be,' and it is"?

The will of Allah Almighty is clarified into two types: the religious-legislative will, which signifies love and pleasure and may or may not occur, because the servant has a choice in obedience and disobedience; and the cosmic-predestined will, which encompasses all beings, from which neither good nor evil is excluded. So, the cosmic will is the predestined one, and its counterpart is the legislative or religious will.
