Is a servant excused and among the people of Paradise if he exerts his utmost effort in learning matters of religion and dies before completing this learning?

The intent of the statement that ignorance is generally excusable is correct. A servant who has not been negligent in seeking knowledge is not held accountable for actions committed out of ignorance. The excuse of ignorance is established in the Qur’an and Sunnah, such as in His saying, the Almighty: {Our Lord, do not impose blame upon us if we have forgotten or erred} [Al-Baqarah:286], and His saying: {And there is no blame upon you for that in which you have erred, but [only for] what your hearts intended} [Al-Ahzab:5]. It has also been established in the Sunnah from the Prophet, peace be upon him, several incidents indicating the excuse of ignorance, among them Asma bint Abi Bakr's breaking her fast on a cloudy day, after which the sun appeared, and they were not commanded to make up the fast; and the hadith of Adi ibn Hatim regarding the interpretation of the white and black threads. Every person who committed something forbidden out of ignorance of its prohibition incurs neither sin nor punishment. However, if a person was negligent in seeking the truth by being complacent, he is sinful due to his shortcoming in seeking the truth, and may not be excused. In summary, a person is excused for ignorance, but not excused for his negligence in seeking the truth.
