For participation in social security funds to be permissible, it is a condition that these funds are based on cooperation and Sharia-compliant investment. The state is permitted to impose taxes for essential needs, such as building roads and hospitals, provided that the public treasury (Bayt al-Mal) is depleted and there is no mismanagement. It is forbidden if taxes are imposed without need, or when there is sufficient money in the public treasury, or if the money is misused. It is forbidden for a manager to declare reduced wages for tax evasion, due to the harm it causes employees and because it constitutes deception of the state if the taxes are permissible. The duty is to advise him and remind him of Allah, and to rectify the matter if no harm results from it. If harm does result, then there is no sin upon you, but it is not permissible to remain in a place where haram (unlawful acts) are committed.
