The answer

The Quran does not contain the phrases "And Allah is All-Aware of what they do" (وَاللَّهُ بِمَا يَعْمَلُونَ خَبِيرٌ) or "And Allah is All-Aware of what they do" (وَاللَّهُ خَبِيرٌ بِمَا يَعْمَلُونَ) or "And Allah is All-Aware of what they manufacture/produce" (وَاللَّهُ خَبِيرٌ بِمَا يَصْنَعُونَ). Rather, what is found is "And Allah is All-Aware of what you do" (وَاللَّهُ خَبِيرٌ بِمَا تَعْمَلُونَ) and "And Allah is All-Aware of what you do" (وَاللَّهُ بِمَا تَعْمَلُونَ خَبِيرٌ).

Scholars have indicated that "يَعْمَلُونَ" (they do/work) and "يَصْنَعُونَ" (they manufacture/produce) share a similar meaning, except that "الصنع" (manufacturing/producing) implies quality and perfection more than mere "العمل" (doing/working). Allah reprimanded the scholars in Surah Al-Ma'idah (5:62-63) for their failure to forbid evil with the phrase "Evil indeed is what they used to do" (لَبِئْسَ مَا كَانُوا يَصْنَعُونَ), whereas He reprimanded those who committed sins with "Evil indeed is what they used to do" (لَبِئْسَ مَا كَانُوا يَعْمَلُونَ). This indicates that the scholars' failure to forbid evil is a more severe and graver sin, necessitating a higher degree of reprimand.
