The answer

Usurious transactions are forbidden, and it is not permissible to engage in them, even if the intention is to spend the interest on charitable causes. Whoever has fallen into such a transaction and wishes to repent must dispose of the interest by spending it on the poor and needy or on charitable projects. This is not considered charity, because Allah is pure and accepts only what is pure. It is permissible to spend this interest on the treatment of cancer patients, whether they are Muslims or non-belligerent disbelievers, but it is more preferable and beneficial to spend it in Muslim countries or for Islamic centers due to their great need.
