The question

Is Zakat obligatory on 100 Kuwaiti Dinars? And how can the Zakat due date be determined by the Hijri calendar if it was previously paid by the Gregorian calendar? Is it permissible to fix the annual Zakat due date in the month of Rabi' al-Awwal?

The answer

is obligatory on one hundred Kuwaiti Dinars if their value reaches the (threshold) of gold (85 grams) or silver (595 grams), and a hawl (full lunar year) has passed. The amount of zakat is 2.5%. If the amount does not reach the nisab, then no zakat is due on it.

To determine the zakat due date according to the Hijri calendar, one must look at the first time the wealth reached the nisab according to the Gregorian calendar, then convert that date to its equivalent in the Hijri calendar. This date will be the zakat due date each year, as long as the wealth does not fall below the nisab.
