Does reciting Surat al-Ikhlas nine times suffice over reciting the Qur'an every day, and if not, why?

Before answering, a common misconception must be corrected: Surat al-Ikhlas (definition) itself is equivalent to one-third of the Qur’an, not reading it three times. Imam al-Bukhari narrated that the Prophet, peace and blessings be upon him, said: "By Him in Whose Hand is my soul, it is indeed equivalent to one-third of the Qur'an." Scholars have differed on the meaning of it being equivalent to one-third of the Qur'an; some said it is in terms of meaning, while others said it is in terms of reward.
