Is the Prophet's standing and supplicating on Safa after the circumambulation on the Day of the Conquest considered a Sunnah for every circumambulator?

The Prophet, peace and blessings be upon him, entered Mecca in the year of the conquest without being in a state of ihram. The circumambulation (tawaf) that is not part of the rituals of Hajj or Umrah does not entail voluntary Sa'i between Safa and Marwa afterwards, by scholarly consensus. The Hadith of Abu Hurayrah about the Prophet, peace and blessings be upon him, standing on Safa after the circumambulation during the conquest of Mecca does not indicate the sunnah of standing on Safa after a voluntary tawaf. This standing was for managing the army's movement and addressing the people from a suitable place for their gathering. Narrations indicate that his standing on Safa, peace and blessings be upon him, was not immediately after the circumambulation, but rather there was a period of time and other actions between them. Furthermore, the Prophet, peace and blessings be upon him, performed tawaf again, and it is not reported that he stood on Safa after that.
