Is it permissible to invoke blessings upon the Prophet (peace be upon him) with the modified formula: "O Allah, send prayers, peace, and blessings upon our Master Muhammad with all that he deserves of Your prayers, Your peace, and Your blessings upon him"?

The first formula mentioned is forbidden because Allah's salat, salam, and barakat (blessings) are inexhaustible. As for the second formula: "Allahumma salli wa sallim wa barik 'ala Sayyidina Muhammadin bi kulli ma yastahiqqu min salatika, wa salamika, wa barakatika 'alayh" (O Allah, bestow Your salat, peace, and blessings upon our master Muhammad with all that he deserves of Your salat, peace, and blessings upon him), there is no Shariah prohibition in it. The best formulas are those of the Salatul-Ibrahimiyyah (Ibrahimic Prayer) which the Prophet, peace and blessings be upon him, taught his companions, because the Prophet was the most eloquent of people, the most knowledgeable of them, and the most eager for good. Had there been a better formula than this, he would not have concealed it from them. There is no objection to sending blessings upon the Prophet using any formula that does not contain a Shariah prohibition, but the transmitted formulas are preferable and more complete.
