What is the ruling on establishing shrines for deceased individuals who are believed to be saints, where animals are slaughtered and feasts are held at exorbitant costs, with some believing it to be an obligation and a protection from calamities, while Muslims and mosques are in dire need of money?

What are known as tomb shrines and mausoleums, and the food prepared and distributed therein, are reprehensible innovations (bid'ah) that are forbidden, according to what has been reported from the Prophet, peace and blessings be upon him. Furthermore, the act of some people spending money and food at these shrines, believing that not doing so will bring calamities, is a corrupt belief that has no basis in Islamic law. Whoever wishes to give charity on behalf of their deceased should give it to the needy, far away from graves and shrines.
