What is the ruling of Sharia on funds placed as tributes or vows in the shrine of a righteous saint and then divided among some individuals? And how can one dispose of them if they are unlawful, and is it permissible to spend them on public utility projects?

"It is incumbent upon whoever has authority or the ability to change the evil (munkar) in shrines to do so; otherwise, it is incumbent upon able Muslims. This is because funds vowed to the deceased or for the construction of a shrine are initially impermissible to spend and must be returned to their owners. If their owners cannot be identified, these funds should be spent on general Muslim interests. However, if the intention behind them was charity for the poor, then they should be spent in their rightful Islamic channel."
