Is it permissible to swear a false oath in court to affirm a marriage if the affirmation procedures are contingent upon it?

If the marriage is actual and has fulfilled its conditions and pillars, and its documentation is required, and it cannot be documented except in this manner, along with an urgent need for documentation, then it is permissible for the wife and the two witnesses to swear an oath using a double entendre (tawriyah) without outright lying. They are not required to offer expiation for the oath.
