What is the ruling on the ululations at celebrations and weddings in the presence of women, especially without men hearing them?

Announcing a marriage and rejoicing in it is permissible, and ululations (zagharid) are a common form of amusement. The fatwas of the Permanent Committee have stipulated that announcing the marriage is religiously required and that ululations are considered a form of singing.

However, it is not permissible to utter ululations in the presence of non-mahram men, or with a loud voice that reaches them, because it involves extending and softening the voice, which leads to temptation and pleasure in hearing it. Some scholars have generally prohibited ululations due to the difficulty of controlling the sound emitted, and because a woman's voice is 'awrah (private/should be concealed), and because it indicates a lack of modesty, and because it is not known among many Muslims.
