What is the ruling on government engineers seeking assistance from another engineer to stamp and certify engineering drawings in exchange for money, knowing that this is the common procedure for licensing drawings?
It is not permissible for someone who certifies blueprints to take a fee for their certification, because they have not performed work that warrants compensation. Their role is limited to legal responsibility, and they are considered like a guarantor. It is not permissible for a guarantor to take a fee for guaranteeing. To correct the transaction, the owner can leave a portion of the blueprint for the engineer who signs it to complete, so that their taking of money is in exchange for what they have completed. Furthermore, an employee must not work for their own benefit during official working hours except with the permission of the authorized person.
