It is not permissible for an employee responsible for receiving and reviewing licenses to personally draw up the license, approve it, and complete the procedures, because by doing so, he acts as both parties to the contract, which is a source of accusation and suspicion. Jurists have permitted an agent to sell to himself if the principal grants him permission. It is permitted if the employer authorizes it and is aware of it, and no harm results from it.
