Is it permissible to accept a bribe to use it for the public interests of the needy village, or must it be avoided entirely?

It is not permissible to accept a bribe, no matter the purpose, because the Messenger of Allah, peace and blessings be upon him, said: "Allah curses the one who gives a bribe and the one who takes it." And cursing is expulsion from the mercy of Allah, which indicates the vileness of bribery. A good intention does not justify an unlawful means, for Allah is good and accepts only what is good.
