Is it obligatory to make du'a in the Witr prayer outside of Ramadan, and did the Prophet (peace be upon him) perform qunut in it?

Scholars have differed regarding the ruling on Witr prayer. The majority of them hold that it is a confirmed Sunnah, while Abu Hanifa was of the view that it is obligatory. As for Qunoot in Witr, some scholars are of the view that it is recommended during the second half of Ramadan, while the Hanbalis and Hanafis hold that it is Sunnah throughout the entire year. Sheikh al-Islam Ibn Taymiyyah clarified that Qunoot in Witr is permissible, and all that has been narrated concerning it is sound, due to the different narrations reported from the Prophet, peace and blessings be upon him.
