Is it permissible to place a booklet of supplications between the palms and raise the hands to ask Allah for supplication?

Raising the hands during supplication is a Sunnah. It is best to memorize supplications, but there is no harm in supplicating from a booklet what a person has not memorized, as long as it is a lawful supplication.
