The answer

A bad deed is not recorded against a person until it is committed. In fact, abandoning it out of fear of God is written as a good deed. The proof for this is the saying of the Prophet, peace and blessings be upon him: "Whoever intended to do a bad deed but did not do it, Allah records it for him as a complete good deed. But if he intended it and did it, Allah records it as one bad deed."
