What is the ruling on opening a women's sports club where women can practice sports, such as swimming, in a private, enclosed area designated for them?

Opening a women-only gym is permissible in principle, provided that Islamic regulations are observed. These include: that a woman should not expose to her Muslim sister anything other than what is between the navel and the knee. As for a non-Muslim woman, the majority of scholars hold that she is not permitted to look at any part of a Muslim woman's body except for the face and hands. Consequently, the Shafi'is prohibited a Dhimmi woman from entering public baths with Muslim women. Reports from Umar and Ibn Abbas confirm this prohibition, out of concern that she might describe the Muslim woman to her husbands. Moreover, some scholars have equated the gaze of a transgressor (fasiqah) with that of a chaste woman, just as they have equated the non-Muslim woman with the Muslim woman in terms of permissible gaze. It is also necessary to be aware of and guard against the installation of hidden cameras, to prohibit the entry of camera-equipped phones, and to ensure the presence of righteous female supervisors to monitor the women's conduct.
