What is the ruling on one who entered a house of iniquity with the intention of challenging his sexual desires, but did not commit indecency or drink alcohol?

This person's action is impermissible and is a temptation from Satan, because Allah has forbidden something and has forbidden its causes and means. The means to forbidden acts follow them in reprehensibility and prohibition. Merely being present in places of iniquity is a sin, due to the self-exposure to temptation, the increase in the number of disobedient people, and the abandonment of enjoining good and forbidding evil.

The Messenger of Allah, peace and blessings be upon him, said: "Whoever believes in Allah and the Last Day should not sit at a table where alcohol is served," because it is an affirmation of the reprehensible.

Allah Almighty said: "And He has already revealed to you in the Book that when you hear the verses of Allah being denied and ridiculed, then do not sit with them until they engage in another conversation. Indeed, you would then be like them. Indeed, Allah will gather the hypocrites and disbelievers in Hell all together" (An-Nisa: 140).

It is obligatory to avoid those who commit sins if their reprehensible acts become manifest, because whoever does not avoid them has approved of their actions, and approval of disbelief is disbelief. Everyone who sits in a gathering of sin and does not object to them shares in the burden of sin, and if they are unable to object, they must leave them.
